What actually gets an energy efficiency rebate application refused?
Program analysts check a sequence before they check a design. Work started before the declaration of intent was filed. No measurements taken before the equipment was touched. A model number that is not on the eligible list. Post-work documents that cannot be produced. Four administrative facts, each of which ends the file regardless of how good the project was.
For a property manager, that is backwards from instinct. The engineering gets the attention; the calendar decides the outcome. The seven checks below follow the calendar, in the order it plays out on a real job.
Before you open a file
- Twelve months of energy bills — gas and electricity, even if the project touches only one.
- The nameplate of the target equipment: make, model, year, capacity.
- The program name and the current version of its participant guide.
- A named contact at the utility or program, not a general mailbox.
- A realistic construction start date, because it drives every administrative deadline.
1. Find the door that actually covers the measure
Three main doors are open to commercial and institutional buildings in Québec, and they do not work the same way.

Watch the moving parts. ÉcoPerformance’s new normative framework took effect on July 7, 2026, the list of ineligible projects was revised at the same time, and the recommissioning stream (RCx) is no longer offered under it — a transitional measure allowed applications until August 31, 2026. 2. File the declaration of intent before the first wrench turn
This is the costly one, and the most ordinary. Énergir’s boiler system optimization grant requires a conditions and declaration-of-intent form to be sent before work begins, followed by an eligibility confirmation email. The calculator and supporting documents come only after the installation.
On site, the sequence breaks the same way every time: the boiler fails in February, the emergency dictates the schedule, the contractor is in that week, and the paperwork starts in April. By then there is nothing to file. The only realistic workaround is to prepare declarations of intent for likely measures ahead of the season rather than after the breakdown.
3. Set the baseline before anyone touches the equipment
A program funds a saving, and a saving is the gap between two measurements. Without a starting picture there is nothing to compare. A useful baseline goes past the utility bill: combustion efficiency read on an analyzer, supply and return temperatures, burner run hours, flue gas temperature. Building energy benchmarking turns that snapshot into something comparable year over year.
Those readings take half a day on an ordinary boiler room. Reconstructed after the fact, they are worth nothing, and no analyst will accept them.
4. Confirm the model number, not the product family
Two units from the same manufacturer, sitting side by side in the same catalogue, can have opposite fates: one is on the program’s list, the other is not, because it lacks a certification, a turndown range or a control. The last-minute substitution — “the model was back-ordered, we installed the equivalent” — is a common and entirely avoidable cause of refusal.
The rule is simple: the model number in the application must be the one on the nameplate that ends up installed. Any change during construction goes to the program before installation, not into the final report. Write it into the purchase order you issue to your boiler contractor.
5. Work with the current version of the calculation tool
Hydro-Québec routes Efficient Solutions applications through its OSE tool, now at version 6.0 as of March 31, 2026. A calculation produced with an earlier version no longer matches current support levels, and the differences are not cosmetic: version 6.0 sharply increased support for some thermal envelope measures, added support for photovoltaic panels, and reduced support for certain lighting products.
The habit to build: download the tool on the day you build the file. Never reuse the spreadsheet from the last project.
6. Collect the paperwork during the job, not after it
Required documents look similar across programs: itemized invoices, manufacturer spec sheets, commissioning evidence, sometimes before-and-after photos. They are easy to get while the contractor is still on site, hard three months later, and occasionally impossible if the job changed hands.
The cleanest fix is a clause in the purchase order: final payment is conditional on delivery of the closeout package, with the program’s exact document list attached. That clause costs one sentence and protects tens of thousands of dollars.
7. Repeat the measurement under comparable conditions
Proof of saving is credible only when the “after” is measured like the “before”: same instrument, same measurement point, comparable operating conditions. Combustion efficiency read at full fire in January does not compare to a reading taken at part load in May. Field case: a Longueuil boiler room and a file rebuilt from scratch

The project was sound: capacity verified, integration with the existing loop validated, qualified contractor. The work happened in October, inside the short window before the heating season. The claim went in that December. Refused: no declaration of intent had been filed before the work started, and no combustion readings existed from before the installation — the only report on hand came from the spring preventive maintenance visit, on a burner that had since been re-tuned twice.
What changed the following year: the second boiler’s file was built in reverse. Declaration of intent filed in June, eligibility confirmed in July, baseline readings taken in September at representative load, work in October, post-work readings in December under comparable conditions. Same contractor, same equipment, same building — and an approved claim. The entire difference was the calendar.
The file to open this week
Take the mechanical project already sitting in next year’s budget — replacement, economizer, insulation, ventilation — and ask it one question: has the declaration of intent been filed? If the answer is no and the work is scheduled before spring, that is this week’s task, ahead of the request for quotes. Everything else on the checklist can be recovered later; that one cannot.
And if the project is not costed yet, start with the baseline measurement. It is the only piece of the file that becomes impossible to produce once construction begins. The managers who collect their incentives without friction do not build better files than everyone else — they build them six months earlier.
